In Wales, the Welsh Government's own Approved Document L applies, with limiting values that are not the same as England's.
Permitted development rules in Wales are set separately, so check with your council, especially for listed buildings and conservation areas.
Building regulations in Rhyl are checked by your local authority building control team. Replacing a rooflight in an existing home is building work in Wales too. A competent person scheme installer can self-certify; otherwise building control should be notified.
