Planning and building regulations for Welwyn Garden City
For homes in England, a new or replacement rooflight should achieve a U-value of 2.2 W/m²K or better in the horizontal position, under Approved Document L.
Planning-wise, a lantern on a new extension is judged as part of that extension, while one added to an existing roof can fall outside permitted development if it stands more than 150 mm proud.
Building regulations in Welwyn Garden City are checked by your local authority building control team or a registered building control approver. Replacing a rooflight in an existing home is building work. Installers registered with a competent person scheme can self-certify; otherwise building control must be involved.

Questions from Welwyn Garden City
Do flat rooflights leak?
They should not, provided they are installed on a properly flashed upstand with the right fall and the seals are maintained.
Can I walk on a flat rooflight?
Only if it is a walk-on rooflight designed for foot traffic. Standard rooflights are not designed to be walked on.
Do I need planning permission for a roof lantern in Welwyn Garden City?
Often not, but it depends on the roof, the property and whether it is listed or in a conservation area. Check with your district, borough or unitary council before ordering.
Who checks building regulations for a lantern in Welwyn Garden City?
Your local authority building control team or a registered building control approver. For a lantern in a new extension it forms part of the extension's approval; replacements in existing homes have their own rules.
