Wales sets its own energy standards for rooflights in the Welsh Approved Document L, so the Welsh figures apply rather than England's.
Permitted development rules in Wales are set separately, so check with your council, especially for listed buildings and conservation areas.
Building regulations in Llanelli are checked by your local authority building control team. Replacing a rooflight in an existing home is building work in Wales too. A competent person scheme installer can self-certify; otherwise building control should be notified.
